Technology is often measured by speed, scale, or performance. During an emergency, however, its real value lies in something more human: helping people take the next step when they do not know where to turn. Following the earthquake in Venezuela, many families had no central place to report a missing loved one, search for available information, or communicate that someone had been located. The Empire responded by designing, developing, and deploying DesaparecidosTerremotoVenezuela.com, a citizen-led platform created to bring clarity and coordination to that process.

Every part of the platform was shaped around the people using it. Clear reporting and search flows reduce friction during a stressful moment, while structured review processes help volunteers organize reports, identify repeated records, update case statuses, and handle information responsibly. The technology does not replace human judgment or the work carried out by volunteers; it gives them a more reliable way to collaborate. In this project, technology became a bridge between scattered information and the families waiting for answers.
